NSA executives are already using the PAA/FISA to trump up false charges against innocent NSA analysts who ask an awkward or embarassing question or who stumble upon questionable or outright illegal operations. NSA Security personnel are already illegally stalking, harassing, breaking and entering the homes of anyone a high executive orders them to, whether a suspected terrorist or more likely a person at NSA they have a beef with. Things are quite nasty there now and many, many people should rightly be prosecuted for abuse of power and criminal activity that they are hiding behind "Homeland Security". People are falsley being accused of leaks or other garbage just to get rid of competition or protect a manager doing illegal things and "evidence" is being falsified to sic associated FBI or DIA agents on them as part of a smear campaign. Gaslighting is also in full gear to destroy anyone viewed as a whistel blower. NSA needs housecleaning very badly or it will become the American S.S. real soon.
